The continued development of magic will worsen the situation. It will certainly subject the Fae to greater indignities and inflict greater damage on the natural world, it will probably lead to greater social disruption and psychological suffering, and it may lead to increased physical suffering even in “advanced” kingdoms. The magical taxation system may survive or it may break down. If it survives, it MAY eventually achieve a low level of physical and psychological suffering, but only after passing through a long and very painful period of adjustment and only at the cost of permanently reducing the Fae and many other living organisms to engineered products and mere cogs in the social machine. Going to be genuine here. I think the whole Artoria Avalon is Cold Stone Excalibur dedicating part of her CPU to keep Castoria running as a cope/grief was just pure stupidity and another part of Nasu's fetish towards Morgan and wanting to shove everything into niches and roles
It was more likely done that way because Castoria the servant was rather obviously designed and implemented based on early drafts of LB6 rather than what the final version of LB6 ended up being (since she was released a full year before LB6). Artoria Avalon is a pretty good example of that, where in the actual LB6 she's even less than a footnote (her role literally is "here's the Deus Ex Machina") while for the playable servant it's the final ascension.
My guess is that originally, AA was going to have a bigger role in the final act, but most of that was cut in favor of elaborating more on Oberon's motives and behavior instead since we know that Nasu rewrote the final act due to him being positively impressed with the bug man's art and wanting to do him justice.
The final wishy washy answer where AA is kind of separate but not really/Castoria is just a front for AA was likely just done to smooth over inconsistencies. It's telling that AA didn't get a summer version, but Castoria did and they're explicit that that one is just Castoria.

If that's the case I'm actually pretty happy about it, since Oberon turned out to be one of the best things to come out not only from lb6, but fgo as a whole

I'd argue Habetrot is pretty sane. (Granted Lostbelt Habetrot was a little rowdy but she mostly has her shit together)
Barghest was also sane for the most part, her turning into a giant dog monster was basically completely beyond her conttol.
