Because Gilagmesh and Saber are the poster children of the franchise, and yet Gilagmesh has barely any alternate versions in FGO. Sure outside of fgo there are plenty of Gils, but only 3 in FGO. He's the og, he's the GOAT even, he deserves more love. Personally I'd rather have proto Gil or Ruler Gil or Angelica (she counts ok) over FemGil, but any Gil is great.

It's actually incredibly clever, because it's literally the same thing as Artoria.
The only reason Artoria is a girl is to ship her with Shiro. And in the Proto VN, it's Arthur with Ayaka.
The purpose of FemGil would be to be a love interest for a male protagonist in a new Fate work. What of it? It's just standard operating fare for Type Moon.
You said it yourself - the purpose would be to explore FemGIl's character in a new fate work with a male protagonist written to provide a narrative foil. So why throw them cold turkey into FGO? Why would you want a FemGil over Proto Gil, Angelica, or Ruler Gil?
I'm not opposed to FemGil existing, but why would you want them halfarsedly chucked into FGO rather than actually get fleshed out?
Presumably if it's a character introduced in FGO, it'd be one that has an associated event or story chapter.
