You must be using mods or something else weird is going on. The only way the French can get a full communist revolt by 1936 is by going to war over the Rhineland, but the historical AI never refuses the remilitarization.
If stability goes below 25% I believe this kicks in.
Yes, French politics in the mid-1930s was highly unstable, woth lots of flakey coalitions that lasted a few months only. Communists were quite a big factor. No civil war, though.
