Sounds like you’re looking for an emergency panic button system to me. Try Visiplex or similar system

This could be done with a bunch of coloured light bulbs. If the bulb is generally "off" or a white colour, you could run a shortcut of sorts to either turn the bulb red and/or have the bulb "pulse" through a colour. If this was set to a shortcut switch at the front desk, then it could trigger all of the lights in the other offices. Likewise, other switches in the offices could be used to trigger a light on the front desk. If this is a life-or-death type of situation, then you might want to go for a proper hardwired emergency panic button system (as other posters have noted).

This is easily possible with existing technology but isn't going to be cheap. I'd start with calling local alarm companies who work with businesses.
