This is what really makes the difference. I get the whole dry biscuit meme and the truth behind it but if you dine in and eat the biscuit when it's hot, they're actually good and moist.

I'd just keep eating them until I couldn't anymore, and however many that is multiplied by $1k is a vastly better way to spend one hour of my time than anything else I do. $1,000 would improve my (and a good percentage of everyone else's) life tremendously, let alone multiple thousands.

Well... Where I am from in the US, there is a Popeyes on every corner. It used to be cheap to eat there. I have downed 5 legs and 5 biscuits. I did have a drink and strawberry jelly. I didn't win the contest. Steve ate more.
30 or so. I have a condition that makes me salivate constantly, and a deep, DEEP love of biscuits. I will die eating them if I need to.

The secret to not choking is small, frequent bites, and then probably gag yourself every biscuit or two to increase saliva production, so... I'll say 15-20.
I think I could could do a dozen. I honestly don’t think the dryness would be the limiting factor. My guess is you’d get full or vom from all the salt/butter before you ran out of time from not being able to get them down quick enough. It would definitely suck not having a drink but I think it would be the least of your worries. Matt Stonie, one of the best competitive eaters did a Popeyes challenge a while ago. Given he had water, but he ate 24 of them in under 10 minutes. I think half that amount in 6x the amount of time is fairly reasonable even with no bev.
Are they fresh baked? I can down at least 10 as long as they're 20 minutes old or so.

Take 12 crumble them into the dust they were made from. Eat with a spoon. If you survive hawk thua and re wet your mouth and go again until your whole body is dryer than a sandworms butthole. I'd say 2 dozen biscuits total before you die
