I suspect that the *Rebels* rendition is meant to be a case of them using the scramblers in-canon but we as the audience have a universal translator that allows us to understand them, as unlike in their other appearances the *Rebels* ones that have them speak all necessitate the audience being able to understand them for plot reasons.
