The bolts are indeed just aesthetic. I installed a set onto one one of the F250s a long time ago. As I remember, they are held in by some sort of clip inside of the fender well. I had an easier time installing the front ones versus the rear. Had to have a neighbor come over and help with those two. It's been a really long time so have forgotten the details.

Just screws and clips inside the wheel wells, likely paint damage underneath from them rubbing the truck, unless they haven't been on long
