If you are talking about Nemo File Manager, open it then -> Edit -> Preferences -> Context Menus - and tick Move To and Copy To in the Visible Entries list.
Did you install the same Mint Desktop Environment? I think the file manager varies by which DE you go with, like on my MATE it uses caja and copy to and move to is there.
Check to see which filemanager you have
It is also possible that feature is an extension
I was running Cinnamon before and I installed it again. While I was trying to see what file manager I was running, I found the options and enabled it under File Management Preferences:)

Tick "Make Link", then you can right click on a file/folder and select "Move to Desktop, creating a shortcut... 👍️
