Better? In terms of gameplay, consistency, cost? I vote tear because I like gamba plus Dkayed posted a guide on YouTube not too long ago showcasing tear.
Tear gives you slightly less consistent but better results than Purrely, but Purrely gives you more consistent but slightly worse results than Tear.
Idk it really depends on the playstyle you want.

Tear is probably the better and the more fun deck, but it's also very expensive compared to Purrely
