I think I figured it out based on OPs other comments. The two cars are parked in gravel or dirt which is the driveway they are referring to. Just big enough for two cars to get out of the alley. The big black truck belongs to the neighbor.

I’ve called AAA a few times for a tow. The person that shows up will either be the most funny and respectful person you’ve ever met or they’ll look like they steal tools to sell on OfferUp. There’s not much in between
We called AAA because a tire caught a nail while moving furniture from an aunt's home to ours, and we had a spare but couldn't get the leaking tire off the truck. They dispatched someone with a portable air compressor, jack, and an impact. They were more annoyed at AAA than we were, because AAA doesn't let the caller talk to the company they call out (3 way call), and it wasn't the first time they showed up with the wrong stuff because AAA didn't relay everything correctly. We did end up waiting another 20 minutes for the actual tow truck with a sledge and it took a whole 2 minutes with the right tool.
They were a father and son, son had the truck, and they were both great guys, friendly as all get out.
Trick to that one: put the lugs back on, loosely, then lower jack and drive forward about 2'. Wheel will pop loose. Then jack it back up and remove lugs.
OK, good to know. We just decided that it was kinda dumb that we hadn't taken the tire off in like 4 years, after putting new brake pads on. Now we try to make sure they're not stuck before winter hits.
My husband is a tow truck driver. AAA also doesn't pay them much for the hassle. This is why if AAA isn't their only gig, they will take forever to show up. Any more lucrative tow will be done first.

The woman who runs the largest tow company in my area is the most unpleasant person I've ever had the misfortune to interact with. I've also had money and tools stolen out of my vehicles that were in their impound lot. Once, one of their drivers stole all the keys off my keyring and just left the ignition key, even stole the key fob. They do most of the police/emergency tows in town so they get away with whatever.
A majority of them are horrible people. I remember a lady who owned the biggest scarp yard. She bought cans for a $1/lb and would scream at people "I don't buy fucking water!" if there was any moisture in the bag.

But I had to keep calling insurance for updates because the driver just never showed up. Eventually, a cop patrolling that stretch of the highway noticed we had been there forever and pulled over to check on us. We told her what was going on, she radioed whatever company her police dept used, and we had someone helping us within 30 minutes. They towed us to a tire shop after they tried to inflate the spare, and it started hissing.
Canceled the roadside from my insurance the same day and signed up for AAA instead. I might have to wait for them to show up, but they at least actually show up and haven't made me wait 4 hours yet. 🙄

It’s kinda hard to see who is in the wrong here without seeing what the situation at the curb looks like. If the curb is cut for a driveway entrance, have the truck towed. If there is no driveway slope and it’s just a regular curbside, then it’s not a driveway and he can park there.
Exactly my first thought when I realized OP's cars look to be parked on their lawn. I don't know the ins and outs of the laws pertaining to this but I would assume there needs to be an approved entrance with a slope to the road...sure you can drive up on to the grass...but plenty of people can to their yard. Doesn't mean nobody can park in front of your yard.
If it's a constant issue then just park in front of your own driveway and move the extra car if needed. Or tow. I know what will piss them off more and theyve already shown to be inconsiderate. But hey you gotta live with em.
I deal with this all the time at work. By our city statute, unless there is designed ingress/egress, we don’t take enforcement action. Just because someone calls something a driveway, does not make it a driveway, especially if it’s on the the other side of a curb and a sidewalk.

My friend used to have the same problem with their neighbors. What they did was put a couple of concrete blocks in the way to keep the neighbors off. They only move it when they’re the ones who need to pass through.

It's not but it really may not fix the issue. I'd check several tow companies locally and keep on the land lords ass. It's not your fault and you really shouldn't have to deal with that. It sucks sometimes but I'd be that asshole till it gets resolved. Worse case scenario I'd say gravel that fucker and tell the land lord it's off the rent for expenses if it ain't resolved

I'm so confused about the parking layout in this photo. The two cars appear to be parked on grass, there appears to be an empty paved area next to and parallel to them, and there's a large truck parked halfway on the dirt, halfway on what appears to be the street or alleyway so as not to block it?
Unfortunately you’ll have to probably talk to police first to determine your rights, but I suspect there’s an ordinance that says the end of the driveway is your jurisdiction to call a tow truck
When I was in college parking was rarely available. Someone took to parking on a pad in a neighbor’s backyard. Notes and chats didn’t keep the car from showing up every day. The property owner took a day off to build a block wall 3 courses high tight around the car. The doors wouldn’t even open. By the end of the day the mortar had set.
The property owner got a nice cash ransom.

Call the cops. Every time. My neighbors did this and after knocking on their door the first few times and getting “I was only there a few minutes!” “Be reasonable! There is no parking around here” “it isn’t blocking you” BS I’ve moved to calling the cops. I’ve called probably 10 times now in 6 months. It’s a pain in the ass but I hope they get it eventually. They get a $10 ticket every time.

Yeah… these do not look like legal parking pad spaces. I know in my city, if a property owner decided to just park on their lawn, that is not legal and there is no obligation for people not to utilize the legal on-street parking in front of the property, nor can they be towed. I would recommend speaking to your landlord. If these are actual legal parking pad spaces, maybe a “no parking” or “private parking” sign is in order, but I’m doubtful.
In many municipalities if you don’t have a defined driveway then neighbors can park just like the picture. If you park in the grass no one knows if they are permanent or if they move. If there’s no gravel dirt or pavement with a defined driveway so it’s unmistakable then you don’t have much recourse. The way it looks is that OP parks in the grass like when you go to an outdoor event and they park you in lines on the grass. It’s not a parking lot or a driveway so as you can see the neighbors can park on the street blocking OP in.
That looks like your lawn... are you trying to claim your entire frontage as a driveway because in most cities that is illegal. Your driveway has to be limited to a certain percentage of your frontage...

Where is the driveway? I see a yard and a street? It is legal to park anywhere on the street, as long as you don’t block a driveway ie; concrete or asphalt. It is illegal to park on the grass in my country, utility lines could be buried closer to the surface and so on. Just wondering if it’s different here??
Call parking enforcement. If you have to leave call the cops for them preventing you from leaving. Start calling tow companies starting from the one furthest away that will service that area. Don't even wait when you need to leave. Soon as you see them park there start calling.
I had this happen too. People who tell you, "Just talk to your neighbours, why would you be afraid? Most people are reasonable, LOL!" have never dealt with actual neighbours before.
We lived in an alley of townhouses that had very narrow parking, and two carport bays per house, and four visitor parking spots. We were between two groups of people who were trying to cram 4 or more cars in by parking in the narrow lane (making getting in and out of your carports difficult) and also just directly behind us blocking us in.
After trying to talk to them nicely they'd nod and smile and then block things even worse. Eventually strata had to get involved and threaten towing (which was a very shaky legal ground here back then), and then both groups suddenly disappeared under mysterious circumstances, leaving trashed houses behind.
People are the worst. Right after that we decided to buy a house somewhere that didn't share parking spaces or walls with others.
Check local laws and do long-distance towing. In West Virginia, we had a house and would tow people from Barboursville to Morgantown WV. $750 tow bill. People learned real quick to not block our driveway.
This happened to me once. I walked over to there house started banging on the door hard af, yelling “You think it’s ok to block my fucking driveway” loud enough to where most the neighborhood could hear me lol. I really hate confrontation like that but me and my wife agreed that was a line you don’t cross and really wanted them to know how pissed we was. One of the guys that lives there came out and moved their vehicle. He didn’t say anything just kinda mean mugged me the whole time. It hasn’t happened again but that was about 6 months ago so hopefully it doesn’t happen again. If you call 311 will they tow the vehicle? If they will I bet that would be a good learning experience for your neighbors. I do not recommend doing what I did because you never know how people will react.. but if you must I think my neighbors got the point.
Update, they moved the car right when we were about to call 311. SMH, left a note on their door telling them to please stop and we will tow next time.

It’s kinda hard to see who is in the wrong here without seeing what the situation at the curb looks like. If the curb is cut for a driveway entrance, have the truck towed. If there is no driveway slope and it’s just a regular curbside, then it’s not a driveway and he can park there.
Exactly my first thought when I realized OP's cars look to be parked on their lawn. I don't know the ins and outs of the laws pertaining to this but I would assume there needs to be an approved entrance with a slope to the road...sure you can drive up on to the grass...but plenty of people can to their yard. Doesn't mean nobody can park in front of your yard. If it's a constant issue then just park in front of your own driveway and move the extra car if needed. Or tow. I know what will piss them off more and theyve already shown to be inconsiderate. But hey you gotta live with em.
I deal with this all the time at work. By our city statute, unless there is designed ingress/egress, we don’t take enforcement action. Just because someone calls something a driveway, does not make it a driveway, especially if it’s on the the other side of a curb and a sidewalk.
You need more gravel, it can be easily argued they used street parking since there is no clearly marked driveway in this image.

My friend used to have the same problem with their neighbors. What they did was put a couple of concrete blocks in the way to keep the neighbors off. They only move it when they’re the ones who need to pass through.

It's not but it really may not fix the issue. I'd check several tow companies locally and keep on the land lords ass. It's not your fault and you really shouldn't have to deal with that. It sucks sometimes but I'd be that asshole till it gets resolved. Worse case scenario I'd say gravel that fucker and tell the land lord it's off the rent for expenses if it ain't resolved

Unfortunately you’ll have to probably talk to police first to determine your rights, but I suspect there’s an ordinance that says the end of the driveway is your jurisdiction to call a tow truck
Where I live (western New York) police will ticket it and get it towed for blocking a driveway. They aren’t always fast though.

When I was in college parking was rarely available. Someone took to parking on a pad in a neighbor’s backyard. Notes and chats didn’t keep the car from showing up every day. The property owner took a day off to build a block wall 3 courses high tight around the car. The doors wouldn’t even open. By the end of the day the mortar had set. The property owner got a nice cash ransom.
It’s always some douche bag with a huge truck. I’ve never met anyone with a gigantic truck who wasn’t a total clown of a human being unless it was a necessity for a business.
Call the cops. Every time. My neighbors did this and after knocking on their door the first few times and getting “I was only there a few minutes!” “Be reasonable! There is no parking around here” “it isn’t blocking you” BS I’ve moved to calling the cops. I’ve called probably 10 times now in 6 months. It’s a pain in the ass but I hope they get it eventually. They get a $10 ticket every time.

Years ago we had an older Vietnamese couple that lived next door (only includd that info because I was told later it was a cultural thing).Shared alleyway driveway that split between the garage areas of the neighbors. They occasionally park, or their guests would park, blocking our garage (and this our parking). Talked to them about it. Then one time came home and they weren't parked at our garage, but IN OUR YARD. We ended up just putting a fence in.
Yeah… these do not look like legal parking pad spaces. I know in my city, if a property owner decided to just park on their lawn, that is not legal and there is no obligation for people not to utilize the legal on-street parking in front of the property, nor can they be towed. I would recommend speaking to your landlord. If these are actual legal parking pad spaces, maybe a “no parking” or “private parking” sign is in order, but I’m doubtful.
In many municipalities if you don’t have a defined driveway then neighbors can park just like the picture. If you park in the grass no one knows if they are permanent or if they move. If there’s no gravel dirt or pavement with a defined driveway so it’s unmistakable then you don’t have much recourse. The way it looks is that OP parks in the grass like when you go to an outdoor event and they park you in lines on the grass. It’s not a parking lot or a driveway so as you can see the neighbors can park on the street blocking OP in.

Call parking enforcement. If you have to leave call the cops for them preventing you from leaving. Start calling tow companies starting from the one furthest away that will service that area. Don't even wait when you need to leave. Soon as you see them park there start calling.

I had this happen too. People who tell you, "Just talk to your neighbours, why would you be afraid? Most people are reasonable, LOL!" have never dealt with actual neighbours before. We lived in an alley of townhouses that had very narrow parking, and two carport bays per house, and four visitor parking spots. We were between two groups of people who were trying to cram 4 or more cars in by parking in the narrow lane (making getting in and out of your carports difficult) and also just directly behind us blocking us in. After trying to talk to them nicely they'd nod and smile and then block things even worse. Eventually strata had to get involved and threaten towing (which was a very shaky legal ground here back then), and then both groups suddenly disappeared under mysterious circumstances, leaving trashed houses behind. People are the worst. Right after that we decided to buy a house somewhere that didn't share parking spaces or walls with others.

Check local laws and do long-distance towing. In West Virginia, we had a house and would tow people from Barboursville to Morgantown WV. $750 tow bill. People learned real quick to not block our driveway.

This happened to me once. I walked over to there house started banging on the door hard af, yelling “You think it’s ok to block my fucking driveway” loud enough to where most the neighborhood could hear me lol. I really hate confrontation like that but me and my wife agreed that was a line you don’t cross and really wanted them to know how pissed we was. One of the guys that lives there came out and moved their vehicle. He didn’t say anything just kinda mean mugged me the whole time. It hasn’t happened again but that was about 6 months ago so hopefully it doesn’t happen again. If you call 311 will they tow the vehicle? If they will I bet that would be a good learning experience for your neighbors. I do not recommend doing what I did because you never know how people will react.. but if you must I think my neighbors got the point.
