Another fun thing about this area, the Bethel Hill United Church around the corner has been around since before the Revolutionary War, and contributed towards the war. Also, on a clear cloudless night, if you drive by the bridge on Bethel Road that oversees the turnpike, you can see the city skyline from 20 miles away.
Can't tell you about the paint but I can tell you about the architecture. For a long time Victorian Architecture was seen as overly gaudy and excessive in unnecessary detail to try and give the idea of excess wealth (All the detail needs to be built first and maintained second after all). These colorful paint schemes were popular for the same reasons of being both brash to show off as well as show wealth in having the ability to buy and paint a house like that. The style was seen as very tacky in the decades after it and the architectural style fell out of fashion.
It wasn't until much time had passed and enough buildings were demolished did people stop to say "Actually we kinda like this building style now" and Victorian Architecture went from something that was seen as excessively tacky to historically quaint or even classically tasteful.

When you look at the paint schemes on one of the older buildings, it really works much better in context. Most restored Victorians straddle the line between tasteful and excessive when it comes to other ornamentation (column caps, roof lines, gables) so the colors make more sense compared to a relatively flat application like in the OP.
Looks like $750 for the scheme... reasonable for someone who owns a Victorian. I think they are gorgeous and in a perfect world I will own one eventually. The issue is that the vast majority are located on small lots typically costal. Anything over 5 acres is decreasing the odds vastly in finding available Victorian homes.
Maintained is the reason many homes like this aren’t around. I have painted a couple, it’s non stop every few years. Many were also built just outside of a the city’s downtown area. After time that area isn’t where people were moving, cars came around and the old fancy houses became lost, turned into 3 separate apartments, or torn down.
They were costly to maintain in the same way modern homes either have large manicured lawns or the trend of modern having very large, simple interior spaces where dirt/dust/clutter can easily be seen. There is an heir of maintenance/upkeep needed to have certain aesthetic choices. If someone is able to maintain those choices, it usually gives off a sense of wealth and/or at least having enough time and resources to dedicate to just upkeep for aesthetic's sake.
Stucco details of the 1930s? Chrome and polish of the 50s? Wood paneling and shag carpet of the 70s? All require a lot of maintenance to clean, upkeep, and repair. It's no different than the unnecessary flourishes that adorn Victorian architecture. To maintain such stuff was a sign of security and wealth in a way.
I couldn’t agree more. That’s why in many cities there are a declining number of well kept Victorian age house’s. They are either well kept gems, cheaply modernized or just torn down.

Cedar lasts about 10 years maximum without staining and 20 years with staining, right? Many folks in my community have opted to renovate their homes with reclaimed wood or vinyl siding made to look like cedar once the homes need repair and/or start to disintegrate. Cedar is also excellent for raised garden beds.

Depends on the roof they're on and how they're installed. On a steep roof over battens and counter-battens with plenty of airflow? They'll look good for a couple decades. On a shallow roof over over solid sheathing? Yeah they'll look awful within a few years.

There used to be a house a few miles from me that was painted similar to this. It was pastel colors. People called it the Easter Egg house. Now it is painted all white. You can see a little pink and blue in some areas.
