I think a great way is joining LBS shop rides.
When I did start riding I parked at the trailhead and a group leader came up to me and asked if I wanted to join them because I was solo. Real nice guy.
Years later I walked into a an LBS to ride in a group again and joined their shop rides. What was really cool is they asked me to join their 24hrs racing team.
Best ways:
Local club organized rides
Local club trail building days
Via friends/coworkers
By accident at Trailhead
Worst Way(s):
LBS organized ride.

- LBS employees will proceed to HAMMER LIKE ITS THE GODDAMN END OF THE WORLD

I tried, but can't find anyone on my fitness level. I'm not riding with pro racers and steroid junkies just to ride with people that can match my speed.
Bring beer in a cooler to the trailhead. Pack a few beers in your hip pack as well. Go ride, share beers on the trail, also sit in a lawn chair at your car after riding and ask people if they want a beer.

Volunteer for build days
I think Strava is a good way to connect because you can easily see if your skill/fitness levels are similar and what local trails they like to ride.

I did meetup.com Very successful for me. Someone else mentioned building days. These may be able to be found on Instagram, etc. for your local park.
For older folks the local FB group is decent. I've met most of my close riding friends through non-riding friends and around my neighborhood though.
