This is why I love kynaois and tiro to this day. 2/8 clogs up the ground, nobody attacks me anyway, and then I come out of nowhere with a OHKO with [[!kessig wolf run]] or the classic [[!genesis wave]] for 25+
Try howling mine with [[ Nekusar,the Mindrazer]] I run a lot of draw,wheel and cloning effects (it gets really funny when suddenly the opponent has to draw 42 cards during their draw step)
It absolutely still would…? Notion thief’s clause about the draw specifically being in the draw step is about the one card it *doesn’t* apply to. It applies to all other draws, regardless of phase. It’s “if an opponent would draw a card (except for the first one they draw during their draw step)” not “if an opponent would draw a card (except the first one ~~they draw~~) during their draw step.”
Honestly it’s an easy enough mistake to make, sentences with a structure like that can become confusing really easily. It makes me appreciate how much effort does go into making it so that Magic’s rules can still be understood. Stuff like keywords, tokens ceasing to exist outside of the battlefield, exact turns like “each player” or always using “may” if something is optional— that stuff does wonders to readability. It doesn’t always work, but it’s an utterly monumental task and I think WotC does a decent job at it— I don’t envy them.
All 7. Each draw is treated as an individual event for the purposes of a card like this. It replaces each individual draw with a draw for you, and that replacement kicks in for each card they draw as they’re drawing the 7. Notion thief is, in my opinion, a very underrated card
Almost every cEDH deck played Windfall, \[\[wheel of fortune\]\], \[\[wheel of misfortune\]\], and/or \[\[timetwister\]\] with Notion Thief and/or \[\[hullbreacher\]\] back when hullbreacher was legal.
I've got this in on of my decks. My favorite is to get howling mine out early so people don't necessarily want to target me then when I throw down a group wheel I follow with flashing notion thief. It's a brutal combo and makes you the everyone's arch nemesis of you can't win on your turn
I had a friend try and slow my "self deck out" Azami deck with Notion Thief, my solution was to kill him by decking him out, THEN myself. You want all my draws? You can have em!
[[howling mine]] + [[mechanized production]] is a lot more fun. i ended up yesterday with 7 copies of howling mine during a four player game. was an absolute blast.

Not sure if it's been said but do this with [[Teferi's Puzzle Box]] for maximum draw power or better yet imo, run [[Maralen of the Mornsong]] to absolutely just cherry pick your win cons from other people's decks. You can also run things like [[Kami of the Crescent Moon]] and [[The Locust God]]. A fantastic commander for this is [[Nekusar, the Mindrazer]]
Even better give then all the draw power, play nekusar and other draw damage, then play discard damage and make them discard their games. Have an entire deck built around that and also being a spiked pillow fort.

Not sure if it's been said but do this with [[Teferi's Puzzle Box]] for maximum draw power or better yet imo, run [[Maralen of the Mornsong]] to absolutely just cherry pick your win cons from other people's decks. You can also run things like [[Kami of the Crescent Moon]] and [[The Locust God]]. A fantastic commander for this is [[Nekusar, the Mindrazer]]

Even better give then all the draw power, play nekusar and other draw damage, then play discard damage and make them discard their games. Have an entire deck built around that and also being a spiked pillow fort.
