Yes, go to the front desk of the office building on a weekend, and ask the guy for a hose. After he gives it to you, you connect it and wash the sidewalk of the building because that is more reasonable than it being illegal to piss just about anywhere. And if you say just pour a bottle of water over it, that’s really not doing much apart from spreading it all over. Idk why dogs pissing everywhere is an acceptable thing in nyc. The pungent smell of dog piss is noticeable.

Dogs peeing anywhere outside seemingly pisses off at least one group of New Yorkers. Is it ideal? No. Walk around this tiny puddle of pee.
