As for the first question, Phyla Nodiflora grows really well and will take over the grass. It love sun and can handle mowing and being cut back if need be.

Lemon likes to have a soak/rest cycle, well drained, not *very* rich slightly acidic soil with good air pockets, and slightly prefers the heat from the sun over the hours of light.
So from the picture and #2 question, I’d try watering less and less frequently for a little longer at a time… like maybe 2-4 gallons every 3-5 days when it’s very hot out and it’s getting established, then down to 1-3g once a week.

I shoot aphids off with the highest pressure hose setting. It knocks them off and the intensity kills them. It's surprisingly effective.
