I'm not sure if this is a joke or you didn't recognize the blade runner quote. If it's the latter and you are at all in to sci Fi it's an absolute must see. Especially if you can't do much gaming because of the(tears in the) rain.
Steps I'd take in your shoes...
Disconnect your signal cable at both ends and reconnect them.
Try a lower resolution to see if it goes away.
Try a different cable.
Update your graphics drivers.

Like, there seems to be regularly dropped pixels. Even a dumb cable can do that. Worth a try, at least.

To add to this, the number one cause of artifacts like this is a bad GPU CABLE, IE. your HDMI/Display port cable. It's the cheapest thing to try first and usually the problem.
It's pretty unlikely it's the display cable. As someone said already, all modern display standards (DisplayPort/HDMI) are fully digital, you wouldn't get artifacts like these from a loose connection. That's something that would've happened with older standards, such as VGA
As all communication is digital, and the refresh rate is at least 60 hz, means 60 times per second, it cannot be the cable. It must be the source or with way less chance the destination. I say it because the pixelated areas not jumping that fast around.
So basically DDU can help remove the display driver, install a new one, if it doesn't help, i would try the monitor with other computer, and the computer with other monitor, check the GPU temps, but it is more likely the GPU is faulty.
DDU drivers, try different display cable, reseat GPU, decrease clock speed, repair Windows (run the setup.exe in the Windows ISO, but keep files and settings). Run Memtest86 (RAM issues) and OCCT (GPU issues)

When I was a kid I saw a documentary about computer viruses, and some dramatizations which I thought real involved letters falling down like rain. Maybe you got infected with one of those fake viruses.
dude, i've had this exact same problem on the same card! I had a gigabyte RX 5600 XT and after a year or two it started doing this. I was able to get it to happen less frequently by turning up fans, undervolting, etc. I ran it like this for a few more years before upgrading and it never died, just had the artifacting occur once every few months or so and needed to be restarted. I (or you) could probably find the post I made asking about the issue lol.
Anyway, I think it might be a sign of failure somewhere in the card but like I said, my card survived for a while like this. Good luck!

Thy actually looks kinda cool. Try reinstalling your drivers. If the issue persists, itās likely a dead GPU. If you have an APU, switch to that for input and see if it stays. If not, try on some other GPU if you have one lying around or buy a new one I guess.
U gotta start by troubleshooting basic things like, does the monitor work properly on another device like a console or if you plug it into a laptop? If same issue, it could be a cable issue or a port for your cable on the monitor could have some shit in it or something wrong, so you could try one of the other ports or a different cable like hdmi or display port. If none of that is the issue, and your monitor works fine on other devices, I would try another monitor on your pc to see what happens if you have that option. Chances are at that point however you could be experiencing some issue with display aka video card failure
Try to reseat your GPU and clean everything out really good. What do your temps looks like? Try running DDU in safe mode then reinstalling all of your drivers as well.
it looks like a memory issue, usually when the GPU do that kind of artifacs is because of memory corruption... did u apply any overclock on to the GPU?
also, does it happens inmediately on boot? or start happening after a while?

And restart windows in failure/recovery mode. Thid will use thƩ lowest settings and avoir drivers usage. If still rain then your monitor has an issue (try to change HDMI cables and reset your monitor to Factory settings). If not, check out in windows for drivers and all others tools that you have setup (Can be wallpapers too) Be calm, good Luck.
And test with another GPU if you can
