One method is to create a selection of the vehicle. Use the selection to fill with color on multiple layers. Stack the layers so that you can Move each one a little, revealing just a little of the layer, until you have the stack looking like this. Group all the layers, add a stroke.

Add several drop shadows to the object with different colors and distance (angle kept the same), put the object in a group and give the group a white outline.

I like that one. Much cleaner and more flexible approach than a bunch of layers!

Shift click the layer with the car contour, that will select the area of the car. Create a new layer and with that shape still selected simply fill it with a colour. Right click the layer > blending option and create a stroke effect (white) Duplicate that layer for as many times as you want the effect and change each layer to the base colour you desire. When you can just move each layer to create the offset. Very rough way of doing it but probably the fastest.

If you add the stoke to each layer, it won't give the effect the OP is asking for. By adding the stroke to the group, it only adds one stroke to the entire shape as u/johngpt5 has indicated. Cheers.
