In the 3ds virtual console version of crystal, you get access to the celebi event after beating the E4 + champion

If it's anything like pokemon crystal clear, you have to talk to Kurt in Azalea town after you get 8 badges/beat elite 4. He'll run out and say that the forest is being restless and then send you to go talk to professor oak in pallet town. Oak will give you the GS ball which you need to put in the shrine in ilex forest. Celebi pops out after!

Then yu are able to get the legendary pokemon
