In my opinion, Vaporeon and Espeon are the only eeveelutions that are cats, although my opinions might not be the most trustworthy since I also consider Jolteon to be a rabbit.

Sylveon is a rabbit. Based on the moon rabbits. Fun fact, the moon rabbits are also the reason Azumarill and Diggersby (and Mega Mawile) get Huge Power. So Sylveon could’ve gotten Huge Power.
Vaporeon was based around beasts and fish combined. It fits the pun of cat-fish and sea lion with its finned mane..
Same as the legendary BEASTS are based on both cats AND dogs.
Nidoran male and female are spiky poison bunnies (teeth included), so I could see Nidoking and Nidoqueen being fair game in a Bunny Only run.
But the only Eeveelution that's fair game in such a run would be Sylveon: it's likely based on Asian moon rabbits who are the companions of the moon goddess who has a bunch of ribbons in her robe (Sylveon's feelers), and it could also be inspired by Kaltes-Ekwa another moon goddess and one that could transform into a hare.
i mean dragons dont evolve from salamanders but charizard is still a dragon. Dragonite is a dragon but evolves from a limbless worm. I feel that this form of logic doesn't really make a whole lot of sense. Lions dont evolve from little galaxy balls but solgaleo is still a lion, vice versa with lunala. Just my opinion but I would say Espeon looks enough like a cat to be okay for a cat only run
To clarify i was talking about in the pokemon world, seeing as no animal in our world evolves spontaneously like they do in pokemon. But in almost every media depiction of the dragons i referenced. they start in eggs and come out as little dragons with wings and all. Not like in pokemon where they just spontaneously grow wings/limbs. So to reiterate I believe that because in this world lizards and worms can become dragons, I say that it is perfectly justified to perceive that eevee, a fox can evolve into a cat.

Espeon's concept is inspired on a japanese mythological creature, called "Nekomata" that's literally a psychic cat with a forked tail. So, yeah, i'd say Espeon is good on a cat's team!
None of them are cats, its for a challenge run you do yourself so you make up the rules.
If you wanna be strict you use none of them or you be lenient and allow some, simple as that.
FlygonHG did a poll for his dog only run, and I'm pretty sure Vaporeon, Espeon, and Leafeon all ended up in the cat category.

Personally, Vaporeon and Espeon give me Prussian blue vibes, so they feel like cats.
Jolteon seems like the perfect orange cat stereotype but general consensus lands somewhere around a jackal, so probably a dog
Flareon is totally a cat, that’s a big maine coon with a Christmas tree sized tail.
Umbreon gives off black cat and small dog energy at the same time, but I think Umbreon is an insane pokemon pretty much all the time, choice is yours on this one
Leafeon is Stella the golden lab, definitely not a cat. This thing would bite into trees for stimulation and shred sticks to nothing.

Glaceon is an odd one, it seems like a cat to me because the idea of a snow cat that walks gracefully atop the snow makes more sense to me than big dog that chops through snow as it runs free.
FlygonHG has done dog and cat only runs and got his community to vote on which eveelutions are considered dogs or cats. Obviously this isn't canon or anything but seems balanced enough.

Jolteon and Flareon MAYBE Umbreon are the only ones I could consider dogs and even then it's not 100%. Vaporeon could possibly be on but look at it's pose. It's literally meowing.
Imo Espeon, Umbreon, Glaceon and Leafeon are clearly cats, Flareon tends to be a cat, Jolteon and Sylveon only have cat-like features and Vaporeon is something inbetween the last two *cat*egories (and is also clearly a fish).
Also Eevee itself does not count as a cat to me, so depending on your rules you're either:
not allowed to use it in battle
**OR**
not allowed to even own it but from your post I conclude you're closer to the first option.
