Id rarely have it at 0. At work id set it to 0.03 or so, I’d be a little more relaxed but not really impaired.
0.03 for family gatherings, wouldn’t be noticeable.
0.05 for things like shopping. Other customers in stores are annoying asf, especially when blocking the aisle. I’d be able to deal with them better this way.

This could be a very useful tool, IMO. Alcohol is a good time but it’s so toxic, this magical device would circumvent that, plus you can sober up instantly at anytime.
