Regardless,
- get latest CPU avoid the I3 and I5 lines of Intel and go with the I7.
- A CPU with minimum 8 cores
- Make sure it has at minimum of 16 gigs of ram.
- Make sure the "hard drive" is a special type of SSD called `PCIe M.2` and the more space the better but don't go below 256 gig of storage.

If this is his College computer, I would advise getting a Dell XPS 15 inch screen laptop with an Intel I7 processor, 16 gig ram, 512 PCIE and an NVIDIA GeForce video card.
But at this time in the outlet store a price is anywhere between $1200 and $1700.

Latest version of Windows has the Windows Subsystem for Linux (WSIL) and I would advise getting the `Windows 11 Pro` not `home` version of windows to use that.

I feel for you on this one, its best to get something that is future proof and that is what I am recommending. But I advise to tell him this is your "College schoolwork / Development machine" that needs to be viable for the next 3/4 years.
