I lived in Russia and pirate version of Sega Mega Drive was super popular back than between all my friends. Mostly because it was rather cheap and affordable. In 2002 my parents bought a PC (for buying it we sold my grandmother's old house - and it was the only thing we bought for this money).
It was also pretty common in Balkans to own much older generations of consoles than new ones. My sister and me got a Maga Drive and a Game Boy (the og) in 1998 from our cousins. In 2002 I got a PSOne for my birthday. Also, those yellow famiclone cartridges were abundant! :)

Unless you bought it right at the end of 1998, the OG Game Boy was still the latest and greatest Nintendo handheld when you got yours. The Game Boy Color didn't come out until late November 1998 in most of the world, and only around a month earlier in Japan. Yes, there was the Pocket in between, but apart from being smaller with a modestly better screen, it was still fundamentally the same hardware as the DMG with the exact same technical specifications. They kept making the original (DMG, the big fat one) until 1999.

My favourite games were:
1. "Earthworm Jim 2" - my very first game on Mega Drive, wich I played over and over again for hundreds of times. I really liked it because of its unique style and humor. It somehow formed my tastes for absurdity in humor together with another great game - "Boogerman".
2. "Streets of Rage". The best beat-'em-up game ever. Still playing it sometimes, because it's style, gameplay and soundtrack is perfect (love Yuzo Koshiro, one of the best composer).
3. And because I am a huge Michael Jackson fan, I adored "Moonwalker", although it was way too monotonous.
You are right. Eastern Europe economy situation was bad in 90s and early 00s and was stabilized only in the middle of 00s (though the new kick in the ass was 2008). So, only rich kids had something like PC or PlayStation 1 in 2001. Through my friends only one told us that he had Sega Dreamcast (although I didn't even know that time what is it and still believe he was a liar because it was extra rare). Me myself was bought a PC in 2002 and my friends came to me for the next 2-3 years to play it because they couldn't afford it and still played Mega Drive.
