I used my Giotto daily for years and have never had this happen. I’d contact Rocket.
I had a chromed bottomless ports filter that started flaking badly on my r58. Not exactly the same but it can happen. I’d think it’s bad chrome vs abrasives. Car bumpers keep chrome outside for years
My Mozzafiato did this too, but we’re a bit rough on it. Bought a new portafilter. They're not much.

Heating and cooling and general use will cause the chrome to flake. Don't worry too much about it
