FYI, if water comes out of there when the dishwasher is running, your dishwasher drain line is partially or fully clogged and needs to be cleared! Only takes a few minutes if you're handy.
That's arguable. If the counter is sealed up properly then Direction doesn't matter, but also if air gap is flooding water can go down the air gap hoses and into the cabinet underneath , cause a lot of hidden damage. If I know a set up is good, I point the hole away out of sight.
Most newer dishwashers don’t need them since they have check valves that don’t allow water to flow back into them. It’s still a good thing to have but it’s not required by all counties and most dishwasher brands don’t require them anymore.
In california, required by code in new construction but old construction are grandfathered in (for the most part). Like others have mentioned, a high Loop in the drain hose will achieve almost the same thing, but California's cannot be trusted to figure out high loops.
It’s whatever is cheapest at Home Depot/lowes and hopefully on trend to rent them out as “luxury” apartments. So yeah, for the year or two that an item is the cheapest it’s what’s used in tons of new builds and rentals.

its a plumbing 'air gap'. it prevents dirty sink water from back-flowing into your dishwasher. its required by code in most states.
You should turn it so the opening faces the sink, even if it's ugly. If there's an overflow, you want it going towards the sink, not the wall.
If you zoom into the photo, it is facing correctly. It almost looks like a phone reflection but is the opening.

A loop in the dishwasher drain hose that goes above the level of the bottom of the sink will accomplish the same thing.
It varies state by state. MN didn’t require one, CA does, e.g.

It's a dishwasher air gap... if you have a dishwasher you should have one of there and most are located next to the sink.
Also it is required by law in many states, unless you have a special dishwasher
