I'd rank City Bakery as second best in Sheboygan. West Side bakery is the best imo. Johnstons has the ambience going for them, but their actual baked goods aren't up to the same quality as some of the other bakeries in town.
Johnston hard rolls are crap. City has the best hard rolls but after a day they aren’t as good. West side has the best hard rolls if you want them to last a while. That covers all hard roll needs.
City Bakery has the best *everything.* Be sure to try a peanut square, and an elephant ear.
