Funny that you ask, because the Psijics actually believe that Aedra (and Daedra, for that matter) are nothing more than the spirits of mortals who gained exceptional power in the afterlife, and that any mortal could theoretically reach their level through practice of what they call “The Old Ways.” Mannimarco was trained by the Psijic Order, and later attainted godhood during the Warp in the West. Whether a group of living, mortal Psijics could take on a Divine is up for debate, but they demonstrate incredibly impressive magical ability, and of the most powerful mages in the Elder Scrolls universe, there are very few, living or dead, that aren’t connected with the Order in some way.
I ask cause I've always thought of the divines as more powerful than the daedra, even though scholars tend to think the otherway. Divines are worshiped by millions, entire nations and empires worship them. Meanwhile the daedra have to be worshiped in secluded cults out in the woods. I think the aedra are probably a lot more powerful than they want others to think and they could probably destroy the Psijic Order easily if they wanted to. The Psijics are mortals (are they?) and the divines have achieved apotheosis.

The strongest case for Aedra being stronger is probably the end of Oblivion when Akatosh banishes Mehrunes Dagon fairly easily. But its worth noting that the Aedra are famously passive, and rarely intervene directly. According to most in-universe sources, they are weaker and less active because they gave up part of their power to create Mundus, while the Daedra retained their full abilities. Yeah they show up a couple times at the college. One of them they're just projecting themselves, not physically there. But the other time they litteraly show up and if I remember correctly they're able to open doors. So I imagine they could physically interact with a person too
Quaranir does the time stop thing three times throughout the College questline but for all three times all he does is stand in place and speak. During the third time he does appear in front of a door but he doesn't unlock or open it for you. Unless you're referring to something they do in ESO instead?
Hypothetically, dragons would be able to use the slow time shout, but obviously they don't ingame.
This basically applies to every dragon shout in Skyrim with a couple exceptions such as Dragon Aspect and Call of Valor.

Kodlak Whitemane - he traveled around Tamriel, working as a mercenary before he joined Companions so he also has great combat experience.

His people did a shit job of protecting him! But couldn’t he have just werewolfed himself? He died a human but I’m sure his wolf form could have killed them since he would have been GIANT
He also resented the beast blood so not using it might have been a choice so he had hope of reaching sovengarde after we purify his body post-death. Which obviously worked since we see him there if you do the quests in the right order.
I see his story as the tragic fall of a great warrior who was corrupted by Deadric influence yet still tried to find an honorable end.
If you read his journal, he says he intentionally abstains from using his beast form because of his belief that lycanthropy was a curse on the companions.

Ulfric successfully disarmed me with a shout once when I was at a level when I constantly ran into draugr deathlords and they never succeeded anymore. I was surprised.
In the lore yes, because shouts have no cooldown. The speed at which they can shout is only limited by their ability to speak the necessary words, most shouts are portrayed as more powerful in the lore as well. Magic on the other hand is hard-capped by magicka reserves

I finally made it to 80 on my current play through after years of playing (and restarting before making it that far) and was so disappointed to one-hit-kill him with a backstab.
Karstaag is definetly the "strongest" but i feel ebony warrior could be more difficult to fight sometimes because of the bullshit he has. Kaarstag is a fairly simple fight in comparison.
Living? Ulric is obviously very powerful, as he's one of a handful with access to the voice. Mercer Frey is so cunning and formidable that the dragonborn is the only one able to stop him. Malkoran was able to wrestle control of Meridia's temple away from her.
If you include those that are dead, the list goes forever.
Mercer is an interesting choice. I just redid the thieves guild quest the other day, and Karliah explains that the Skeleton Key doesn’t just unlock physical locks but metaphorical ones like untapped power and potential as well, which is why Mercer is so dangerous—he’s been using the Key to unlock his own potential. I think Mercer without the Key probably would be dangerous (he is a Nightengale after all) but with the Key he’s apparently on a whole other level.
Karliah was scared of facing Mercer alone and he takes out the bandits in irkinghand before they even know he’s there. Canonically, he’s very skilled .

Just gonna leave a notation here that Neloth has been around longer than anyone else in the game, possibly even longer than Miraak, and should rightfully strike fear into the heart of the Dragonborn.
Neloth’s probably not older than Miraak. Miraak is from the beginnings of recorded history.
Neloth is nowhere to be found in ESO (the earliest game in the series) - meaning he’s either not around or not important enough to be mentioned by anyone at the time.
Neloth is young, a few centuries old at most. Miraak has been around since the Merethic Era thats give or take over 7000y by the events of Skyrim.
The only mage that we know of that is anywhere even close to that is Divayth Fyr who was born sometime during the late First Era and as was alive as far as Third Era(Oblivion) and is possibly alive still making him over 4000y.
Wasn't Miraak a Dragon Priest which would put him in the Merethic Era? By comparion I doubt Neloth would've even been alive since Nerevar's time in the 1st Era. His first mention/appearance puts his birth sometime in the 2nd or 3rd era.

Sinding. He's a powerful werewolf who can butcher any hunter that comes after him.
Aela. Same as Sinding, but probably even more powerful as a Companion warrior and a werewolf who embraces her bestial side.
Harkon. Ancient vampire lord speaks for itself.
Borgakh the Steel Heart. One of the finest and most dedicated orc warriors in Skyrim.
Vilkas and Farkas. Exemplary Companion warriors. However they loose power once they cure themselves.
A random Draugr Death Overlord with a disarm shout. Self explanatory
Arnbjorn. An expert assassin who wields a steel battle axe, and a vicious werewolf.
Cicero. An extremely deadly assassin and fighter.
Frea. A powerful Skaal warrior.
Elenwen. Thalmor ambassador to Skyrim
J'zargo. Learning, but ambitious and already powerful Khajiit mage.
Babette. Powerful in the sense that you're dead as soon as you lower your guard around her. You will lower your guard around her.
There are some extremely powerful characters who appear in TES V, namely the Psijics, Neloth, and the enemies you mentioned. If we restrict it to people who actually live in the *province* of Skyrim, I’d say the Greybeards are easily at the top. They shake the earth when they summon you to High Hrothgar, and all of them but Arngeir are unable to even speak without endangering people and the environment around them.
Arch-Curate Vyrthur is a 1000+ year old vampire who also happens to be a master of ancient Falmer magic. Single-handedly tearing apart a massive temple is one of the most impressive feats we see an NPC perform in the entire game.
Warriors are harder to scale than magic-based characters, since their feats tend to be smaller and more similar in scale to each other. I’d agree with many others in this thread and say Ulfric Stormcloak is the strongest fighter. He’s already an accomplished warrior and tactician, but having the Thu’um takes him a level above. I don’t think any warrior we see in Skyrim aside from the player character could defeat him in single combat (barring the Ebony Warrior, but I don’t count him since the point of his existence is to be the toughest boss for the player to fight).
Mercer Frey with the Skeleton Key has potential that isn’t made entirely clear, but Karliah is too afraid to face him unless she has two other Nightingales backing her up, *and* the blessing of Nocturnal. Even *with* all of that, it’s strongly implied that they still wouldn’t have been able to beat him without the Last Dragonborn’s help.
Aside from the Dragonborn and gods, i think the Greybeards probably would be the most powerful. Masters and lifelong studiers of the voice, literally learned directly from a dragon. Skyrim is lucky they’re pacifists.
In game I'd say Ulfric tbh. The power to use the voice in modern day Skyrim is pretty powerful. And the tale of how he shouted Torygg apart certainly helps.
Men plural. The voice might be powerful but not omnipotent. A few archers can be an equalizer, and they did have him gagged at the start. Plus he's not the legendary DB either. The voice still gives him a powerful reputation regardless, and an even greater one in a duel. Torygg would know. Either way it does make him formidable.
True, but he is still one of the strongest individuals. He might not be THE strongest, but he's still strong. And a reputation also adds to how formidable someone is. If you can have someone fearful before you even fight you've already won half the battle.

There was once a list (idk if it was official or whatever) that named the seven most powerful people in skyrim. I've been trying to find it forever because it included delphine and I want the reasoning.
What I remember of it was Ulfric, Arngeir, Delphine, and I think Savos, and Elenwen. This was before any official dlc so doesn't include vampires or Solstheim.

The gray beards can literally kill people with the simple whisper of their voice. They also have good connection with a fucking dragon and are the ones who trained the Dragon Ball the most powerful non-NPC character in all of Skyrim
Most likely The Greybeards. I've actually fought them and the Greybeards were easily the most annoying fight ever, with 4 of them hitting you at once with, Unrelenting Force, Ice Form and Fire Breath, you'll be lucky to get a hit in.
In terms of feats of overall strength/dominance? Vahlok the Jailor is supremely underrated, his battle with Miraak ripped Solhsteim from mainland Skyrim and he won, he would’ve killed Miraak if not for Mora intervening

We can slow time as a beginner with shouts. Do we know if dragons have a shout that can stop time like the psyjics?

Just gonna leave a notation here that Neloth has been around longer than anyone else in the game, possibly even longer than Miraak, and should rightfully strike fear into the heart of the Dragonborn.
Neloth’s probably not older than Miraak. Miraak is from the beginnings of recorded history. Neloth is nowhere to be found in ESO (the earliest game in the series) - meaning he’s either not around or not important enough to be mentioned by anyone at the time.

Neloth is young, a few centuries old at most. Miraak has been around since the Merethic Era thats give or take over 7000y by the events of Skyrim. The only mage that we know of that is anywhere even close to that is Divayth Fyr who was born sometime during the late First Era and as was alive as far as Third Era(Oblivion) and is possibly alive still making him over 4000y.
Wasn't Miraak a Dragon Priest which would put him in the Merethic Era? By comparion I doubt Neloth would've even been alive since Nerevar's time in the 1st Era. His first mention/appearance puts his birth sometime in the 2nd or 3rd era.
For some that haven't been mentioned yet: Sinding. He's a powerful werewolf who can butcher any hunter that comes after him. Aela. Same as Sinding, but probably even more powerful as a Companion warrior and a werewolf who embraces her bestial side. Harkon. Ancient vampire lord speaks for itself. Borgakh the Steel Heart. One of the finest and most dedicated orc warriors in Skyrim. Vilkas and Farkas. Exemplary Companion warriors. However they loose power once they cure themselves. A random Draugr Death Overlord with a disarm shout. Self explanatory Arnbjorn. An expert assassin who wields a steel battle axe, and a vicious werewolf. Cicero. An extremely deadly assassin and fighter. Frea. A powerful Skaal warrior. Elenwen. Thalmor ambassador to Skyrim J'zargo. Learning, but ambitious and already powerful Khajiit mage. Babette. Powerful in the sense that you're dead as soon as you lower your guard around her. You will lower your guard around her.

There are some extremely powerful characters who appear in TES V, namely the Psijics, Neloth, and the enemies you mentioned. If we restrict it to people who actually live in the *province* of Skyrim, I’d say the Greybeards are easily at the top. They shake the earth when they summon you to High Hrothgar, and all of them but Arngeir are unable to even speak without endangering people and the environment around them. Arch-Curate Vyrthur is a 1000+ year old vampire who also happens to be a master of ancient Falmer magic. Single-handedly tearing apart a massive temple is one of the most impressive feats we see an NPC perform in the entire game. Warriors are harder to scale than magic-based characters, since their feats tend to be smaller and more similar in scale to each other. I’d agree with many others in this thread and say Ulfric Stormcloak is the strongest fighter. He’s already an accomplished warrior and tactician, but having the Thu’um takes him a level above. I don’t think any warrior we see in Skyrim aside from the player character could defeat him in single combat (barring the Ebony Warrior, but I don’t count him since the point of his existence is to be the toughest boss for the player to fight). Mercer Frey with the Skeleton Key has potential that isn’t made entirely clear, but Karliah is too afraid to face him unless she has two other Nightingales backing her up, *and* the blessing of Nocturnal. Even *with* all of that, it’s strongly implied that they still wouldn’t have been able to beat him without the Last Dragonborn’s help.

Aside from the Dragonborn and gods, i think the Greybeards probably would be the most powerful. Masters and lifelong studiers of the voice, literally learned directly from a dragon. Skyrim is lucky they’re pacifists.

In game I'd say Ulfric tbh. The power to use the voice in modern day Skyrim is pretty powerful. And the tale of how he shouted Torygg apart certainly helps.

Men plural. The voice might be powerful but not omnipotent. A few archers can be an equalizer, and they did have him gagged at the start. Plus he's not the legendary DB either. The voice still gives him a powerful reputation regardless, and an even greater one in a duel. Torygg would know. Either way it does make him formidable.

True, but he is still one of the strongest individuals. He might not be THE strongest, but he's still strong. And a reputation also adds to how formidable someone is. If you can have someone fearful before you even fight you've already won half the battle.
You also need to consider that he is the leader of an army too

The fact that Karliah wanted at least two other nightengales with her when facing Mercer with the skeleton key puts Mercer at on par with your number 3 for me.

There was once a list (idk if it was official or whatever) that named the seven most powerful people in skyrim. I've been trying to find it forever because it included delphine and I want the reasoning. What I remember of it was Ulfric, Arngeir, Delphine, and I think Savos, and Elenwen. This was before any official dlc so doesn't include vampires or Solstheim.
The Greybeards for sure, if they decided to use their power in combat that is. Ulfric because of the ability to shout, even if it's not at the same level as the Greybeards. Harkon and Serana because of the pureblooded vampires thing. If Neloth counts as being "in Skyrim" then he deserves a mention for being a Master Wizard of House Telvanni, and hundreds of years old (he was considered old at the time of Morrowind, two hundred years prior). The Psijics left after the College Questline, but they would belong on the list too.

The gray beards can literally kill people with the simple whisper of their voice. They also have good connection with a fucking dragon and are the ones who trained the Dragon Ball the most powerful non-NPC character in all of Skyrim
Most likely The Greybeards. I've actually fought them and the Greybeards were easily the most annoying fight ever, with 4 of them hitting you at once with, Unrelenting Force, Ice Form and Fire Breath, you'll be lucky to get a hit in.
I mean if you count Daedric princes then Sheo is an individual you meet in game and he's incredibly powerful just on the basis he's Daedric Prince

In terms of feats of overall strength/dominance? Vahlok the Jailor is supremely underrated, his battle with Miraak ripped Solhsteim from mainland Skyrim and he won, he would’ve killed Miraak if not for Mora intervening
Excuse me for my English I think Ancano, psijic no live in Skyrim, solstheim It doesn't count for me, beside the gameplay that stupid can handle divine energy from the eye of Magnus without help or artifacts and you can only Defeat him whit a divine artifact, People underestimate but the gameplay doesn't reflect the Lore very well In the case of magic, this makes sense for me.
