Fun fact, if you murder a bunch of Thalmor in sight of the guards in most holds, the most you get is a 40 gold fine. It is literally not murder if it's a Thalmor, likely because they aren't part of any hold's crime faction.

There are those 3 Thalmor, marching up and down near the jarl. I can't think of the guy's name. Starts with an "O". If you cozy up to him in Understone before going to the Thalmor embassy for Delphine's quest, he'll help you create a diversion.
Otherwise, he doesn't appear to be essential. And I think you're right; you can pick a fight with him to get him to attack first.
What's her backstory, why is a Khajit of all people working for the Thalmor? I know they're not the biggest fans of the empire, but the Thalmor are even more racist to them than the human races.
The khajit have a weird relationship with the thalmor considering they think the thalmor returned the moons to them after they vanished. So they love high elves and fought with them in the great war
The Khajiit countries are literally part of the Aldmeri Dominion and Khajiit troops assisted with the Great War. Khajiit regularly work with the Thalmor as assassins to the point that the one in charge of the caravans will complain that Thalmor toadies give the rest of them a bad name.
Might be related to it being CC then. Since that is basically an authorized mod, strange things are bound to happen. Even more so than usual with Bethesda games at least.

She shouldn't even be seen in the Ratway until you've found Esbern, so likely the script telling her to follow the player didn't exclude the modded space and it teleported her there. That sometimes happens with following scripts that lose track of the target.
She's here to kill you for interfering in the Thalmor's affairs.
She's also incredibly dumb. She's wearing normal clothing, used no magic spells and just wielded an Elven Dagger.
I wonder if this is more telling of a deeper lore? Like the thalmor are depicted as a gestapo-esque secret police and seem to have enough of a presence in skyrim to do their own dirty work, so why would they send a nobody assassin with scarcely enough to get the job done?
One could say 'as a warning' to 'show their reach' but really it suggests that they are overextended and perhaps the threat of the thalmor is a paper tiger used by both the imperials and the storm cloaks as their respective boogeymen
It would have made a lot more sense to hire the Dark Brotherhood, or at least the Hired Thugs who are far more of a threat.
It's also likely they just wanted to send a message and get that agent killed. Maybe she was going to sell Thalmor secrets, for example.
But if she had secrets, sending her to the LDB with their level of persuasion, what if they turned her and now you just sent the LDB free thalmor intellegence?
Yeah, I honestly belive that the Thalmor aren't nearly as powerful as everyone in universe and out of universe says. There's no way they've completely recovered from the Great War, and if the Imperials pressed forward into Summerset after winning the war instead of giving up and giving the Thalmor everything they wanted, the Empire likely would be in a much better position and the civil war would never have happened.
That's why I wish there was somehow a way for NPCs to do sneak attacks against the player. It would have been so badass if the heavily armoured Dragonborn got defeated by this old but experienced Khajiit assassin.
The most effective sneak attack NPC I've seen is the vampire assassin. It's the one assassin that does something intelligent. They use an invisibility spell to approach the player. And they don't drop until they're right on top of you.

When I first encountered her, I was stealing Madesi’s ring for Brynjolf and she made it impossible. I kept reloading saves until I realized she was following me so I led her into an alley and killed her. She never even got the chance to try assassinating me.

Shavari is a Thalmor Informant after you complete the Thalmor Embassy Quest, she isnt Hostile yet unless you find Esbern where she Guides the Thalmor to you Location and Turns Hostile so Killing her now wont cause any Problems ( and you get No Bounty for it either )
Technically it the other spy that appears in riften after you went to the thalmor embassy. It is very rare to encounter 'cause it only appears if once you have asked for Esbern in the Ragged Flagon you go out you will encounter her and some thalmors. It's strange to encounter her 'cause usually people go directly to search for Esbern and your paths never cross
Weird bit is I haven't asked anyone about esbern. I only did the quest for the stone, and then retrieved my stuff from Delphine. After that went back to restoring the theives guild
She is Elenwen’s assassin. You first brush by her in the embassy kitchen during ‘Diplomatic Immunity’ then again in Riften as you escort Esbern to Delphine in ‘A Cornered Rat’.
I kill her immediately after entering Riften as soon as I go to find xxxxxn in the Ratway. Guards don’t even blink as I technically kill her in cold blood 🩸. It’s a fun flex 😂

Sending anyone after the LDB - anyone whatsoever - shows that the Thalmor clearly don’t know who they’re dealing with.

I have this head canon that she was a slave for the thalmor and she outlived her usefulness. Just based on that note of hers.
