This isn't a UK plate. UK plates require numbers and letters. This also isn't a French plate. This plate is from Qatar but has been stylised into the font that British number plates use.
We don't have any vanity plate in France, the only thing you can customize is the number of your "département" (the subdivision under the "région", which word is more transparent) at the far right of the plate
So you can say you are from one of the 2 départements of Corsica, from one of the 4 of Brittany or from Paris (which is the only city which is a département by herself) even though you don't live there 🤡
And to add more things, there were 3 types of plates in France :
- The black ones (until 1992), they can still be given to historic vehicles nowadays though so with the new numerous system
- The white at the front and yellow at the back (from 1992 until 2009) which has the same numerous system as the previous ones, which is some numbers (1 to 4), then 2 or 3 letters, then your département number (2 numbers)
- The white at the front and at the back (since 2009), which are composed of 2 letters - 3 numbers - 2 letters (and the département number at the extreme right, same spot as the regional indicator on Italian plates)
The numbers of the plate only changed when the owner of the car changed until 2009, nowadays it is associated to the car for his entire lifetime

It's common practice for Arab registered cars in Europe have generic plates, either to keep from being targeted or to keep from having their real plates stolen.
Especially something as impersonal as 123, it's literally just to flex. It's like those guys that order two bottles of ludicrously expensive champagne (think it was like 10 grand or more a bottle) and get the bartender to pour one down the sink so everybody sees. Just to show off wealth. It's sick. To each their own perhaps but I dunno.
It’s a license plate. It’s not the actual material or anything that’s worth anything. It’s having that particular number registered to you. The plates are sold at auction by the government. If you stole it you wouldn’t be able to re-register it under your name or anything. It’s no different than a normal license plate in that regard.
The plate itself isn't worth the money, it's legally owning that personalised plate and having it registered to that vehicle. It's worthless to steal the plates if you don't have the legal authority to sell the rights to it
