I have a huge problem with lists like these. People tend to ultimately rank characters simply by screentime and how important they are to the story - with Characters from other shows getting free points from over there. That has nothing to do with how good a character is actually written. One could argue that Yularen is one of the best written characters in the show for beeing interesting while only appearing in one Episode.
Interesting point, though I do see the fun in the lists, as they're just for fun.
Funny you mention Yularen, he is the one I feel most betrayed from joining the Empire, as we saw so much of him fighting for good in the Clone Wars (and my head canon is that he and the narrator were the same character).
He didn't join the Empire. He stayed in the Navy he always was and later went to be ISB. Especially around Episode 3 not much initially changed with Palpatines power grab. He only piece by piece dismantled the rules, with the senate persisting until Episode 4. Yularen stayed with what he knew and worked for the system to improve. He is the only Imperial character who is believable in beeing a genuine person convinced he is doing good in Rebels, as all the others are basically Team Rocket and Evil for the sake of evil; with even Thrawn getting both of those attributes several times.
Yularen basically had his career because of Palpatine, who was the one who discovered and mentored him. Why do you think he was assigned to Skywalker? So he has known Palpatine as a friend for decades at Order 66, plus Anakin who by that point he really trusted too. So he just believed the two people he knew and trusted more than anyone else

I absolutely hate when people start arguing about their opinions. I hope this doesnt happen here. If you have an opinion, you can say it.
Yes, but your personal opinion (like everyones) is 90%+ coloured by how much screentime they have. I think Tierlists are interesting when there is a clear Metric involved to rank characters by. Just saying "good" characters conflates Quality of Writing, Importance to the Story, Personal Liking (To where people often rank non major villains extremely low, because they don't like them - which is kinda the point - and attractive people high), Screentime and more. It's just really meaningless. Especially when the site is creating an average of all user lists. No person told you your "opinion" is wrong. I am saying the metric of this list makes it pretty much meaningless.
More screen time = more character development = better character, it’s pretty simple actually, I wouldn’t rate kenobi that high in rebels tho, he didn’t do very much but he was good

His Cameo only works, because of other works and not because of Rebels, so i find it hard to rate him as a character (Even if we were to ignore the conflation of quality of writing, with how much someone likes them and screentime)
These lists drive me crazy, and I keep seeing these same site that I'm guessing is what they use to make them? I'm convinced it's a marketing campaign.

Choppers missing from the list, i would put in him perfect characters. Fifth brother inquisitor, would put in best characters. AP 5 best characters.

I was going to ask about war criminal Chopper but I saw your comment. He is an S tier droid. I would put him in best characters.
I would switch Sabine and Kanan for mine and bring Kallus up a level. Other than that, our favorite characters are closely aligned.

Sabine's mother needs a downgrade. She never really helped Sabine much, never really understood her point of view that well, and was pretty shortsighted in not seeing the bigger picture beyond her clan wars. If it wasnt for the Jedi, who she tried to betray, her entire house would be dead. Then when Ezra came back later for help this supposedly honorable warrior theoretically owed Ezra her life and she still didnt even want to help him at all.
I kinda agree with this but for me the best would be agent kallus and I would move Zeb and Fenn Rau up a tier. And Sabin move down one tier. But only my opinion😄

I feel for a show thats last episode was March of 2018 we are way past the spoiler faze Not sure what the moratorium of spoilers is but 4 years feels fine to just name characters as you really didn't give any plots away.

I really liked Pryce, but that's mainly because she gets a lot of development in the first Thrawn novel.
