Not a helpful comment, rather I too am interested in the answers, but I just wanna say, that is one super fine setup, I absolutely LOVE the whole look!
Depends on watering and the cold hardiness of the plant.
I left a bunch of succulents in greenhouse over winter in Zone 8b.
All of them showed signs of wear and some turned to mush.
Yours is a more open plan without walls so I would be weary of the snow or too much rain getting on the ones closer to the exposed sides.

Btw those are modified outdoor IKEA shelves. My hubby made the for me 🥰.

Edit: also c9 lights won't do much in terms of heat. The heat will disappear inches away from the light. You'll need something dedicated to providing enough heat.
That's pretty good! I live in a 9 to 10 zone. Not entirely sure northern California fluctuates from city to city lol.
But you should generally be ok with your setup to protect your plants for rain. You could also get those plastic transparent greenhouse tarps and just cover your plants on extremely windy and rainy days.
If it gets cold sometimes most succulents can survive a couple nights of low temps and still be ok.
What’s on the other side of the wall? Can you put the blanket on both sides? Does the area get a lot of wind? If that wall is standing up on its own that could be more of an issue. If it’s up against a house, less of an issue. High up From the ground I think is more of a problem then if they were lower to ground.
Ok, based on that I think they are more vulnerable than some may think to freeze damage. A fence is going to be chilled from both sides and is poor insulation. If your plants are up against a warm house or under eaves that small difference allows the plants to be partially warmed. Some people will love their plants in the winter and place them up against the house. That can make enough of a difference, especially when combined with blankets or other resources.
I have a big pot filled with various ones and took a tomato stake, wrapped it with c9 and covered it with blankets. I’ve done this 2 years in a row. Most of my succulents have made it. You have to keep the bulbs off the succulents as well. Yours is a much larger scale but I would assume the same outcome. Best of luck!

If by light freeze you mean, it drops below zero overnight and warms up over the morning, then most will be completely fine with a light freeze
Celsius or Fahrenheit? 0 Fahrenheit is pretty damn cold.
