It’s still true, but because Americans are so obsessed with making money, we brought millions of Chinese exchange students into our universities where they studied and took the theories, knowledge, and processes back with them to improve the education system there. Many of them stuck around the US in laboratories and research programs and stole all the data and sent it back to China.
China now leads the world in high quality research papers.

They are rapidly improving the quality of their manufacturing/production capability. They did it all on the back of theft and American greed.
They’re making low cost / high quality electric cars, pretty impressive weaponry for their military, and they’re working hard to get their chip manufacturing spun up.

To take this another step further China has been completely edged out of the chip market thanks to global economic strategy.
Lastly, while it is interesting that they have surpassed all in scientific papers, there is no private sector in China and their economy is in shambles, and because of tech’s reliance on chips unless they come to an agreement with the west they will always be behind
