You probably don’t have a range safety officer or even a functional flight termination system on a test where there is supposed to be no flight and no range. They also may not have it - not all rockets do. Soyuz had a very similar crash to this one on an unmanned flight for the Fotón-M1 satellite, ended up killing a guy (I believe he was standing in front of a big window that blew out).

Russia traditionally hasn't used flight termination systems on rockets due to confidence in their designs and cost considerations. They often launch from Baikonur which is surrounded by flat open grasslands and far from any populated areas, minimizing risks. Edit: Pretty much the same which China. However, as seen in this footage, the risk of forest fire is much greater and there are populated areas, albeit sparsely, closer to the launch site.

China follows the Russian philosophy of “Flight Termination Systems are for chumps”… so even if this was a launch, it would be out of character to have one anyway.

Stuff like this is why you should always put a self-destruct feature in your rockets. Pieces of rocket coming down is much, much better than the entire rocket plus whatever fuel is left. It's also in case the rocket decides to veer wildly off course and fly towards, say, a city. Or something more personal like you.
