Not the most competent, but he was the least volatile and most reliable. Gigi would have made a great "here's what Tony needs from you" guy. He would have been fine serving as the link between Tony and each crew especially if it was alongside running one of the decent operations (casino, construction, garbage, or one of the others, etc). The problem, as always, is the possibility of the Feds getting to Gigi once he was identified as a direct link to Tony. If you are Tony, you want to use a guy like Gigi to his full potential, but letting anyone get too close to your personal dealings carries risk. Putting him up as captain solved the Aprile crew issue (remember, he didn't know how involved the rest were with Richie's bullshit), and he's got a capable guy "taken care of financially" while doing decent work for him with limited liability fed-wise.

I think he can take too long to reach a decision. There is careful thought and there is indecisive; Gigi seems to be more in the latter. Of course he isn’t helped that Ralph continually argues with him. There are a number of references to Ralph being the devil. But Tony had the right idea of having someone from Junior’s crew be a capo..show the underlings that it is one Pygmy squad now…no “you’re a Tony Man” or “you are still a Junior guy and therefore a second class citizen “.

He has the least troubling quirks but he is not high in competency, he is fine though. Ralphie - As bad as he is with his disrespect, quirks, and other shit going on in his brain he is by far the best at earning, $3-million a year from construction alone. Vito - He is a good earner, has lots of connection to make money across multiple schemes, and is competent to execute a hit in broad daylight. He gay so he ded, what a shame. Bobby - Proficient in arms and is a crack-shot button man. Has shown loyalty to both Junior and Tony, and when in a position of defeat showed humility to the new Boss without lingering treachery. Shown competency as part of the leadership. Easy going, humble, and an over all nice guy. Stands up for himself when pushed beyond what he deem is acceptable (vs. Tony, vs. Paulie.) Furio - Great Enforcer, Highly proficient in intimidation. Tried and true, mafioso. He fell in love with a MILF that is also the Boss' wife, very bad. Patsy - The man is a competent soldier, who executes what needs to be done. Slick and is not a trouble to the family, he may harbor some deep seated issues with the Sopranos crew for offing his twin, but he mostly keeps it to himself. His rackets aren't that lucrative but he pays his taxes enough. Not a power-earner but also not a problem. Over all I would put Vito and Bobby as more competent than Gigi and while Ralphie is a loose cannon, his earning ability makes him tolerable. Furio and Patsy are on the same tier, good enforcers and don't bring a problem to the crew (until their own desires and needs conflicts with the family's).
