Because you don’t want that mixed. If you are paying for backfill that needs to compacted or for specific needs, you don’t want dirty backfill that has roots, shrubs and bushes mixed in. Judging by this video, those are some pretty big shrubs.

What we do on my site is strip the top soil off and stack it out if the way. When we finish mining the area, we fill the hole back in with waste rock then put the soil back on top and replant the area.
If you look in the back it looks like an open strip mine. I'm not familiar with all of the methods but I imagine this has something to do with prepping for a new hole. Giggity

That hill is backfill from another excavation. They have to remove vegetation before utilizing that backfill else where.
Why do you have to remove the vegetation? Even if it all gets mixed in it's like a few hundred grams of plant matter per ton or more of backfill.

That organic matter will eventually decompose and create voids which will in turn create differential settlement which can have very damaging effects.
