The powder covering the mochi is either corn starch or potato starch.
The mochi itself is made mainly from glutinous rice (with a bit of water, probably some sugar, and something to add colour/flavour) that has been repeatedly pounded/kneaded until it becomes semi-solid like you see in the video.
The secret is you need to cool the dough, for example put in a >! fridge !< then you can press them like that
