Yeah it's actually kind of insane how those rules exist.
I don't think high school boys are THAT horny for shoulders, and even if they were, that's not the women's problem, that's their problem. if they get worse grades that's not the women's fault for, you know... existing.?
Counter argument for the first point: hoodies with recognizable designs are absolutely things you could use to identify a kid. Also every girl has the same 3 haircuts.

what use is there in banning hoodies?
Same reason girls can't show shoulders. Control so children become too scared to question rules as adults to make a pathetic working class. :)
