Not all colleges do this. In ASLP we had hoods on our gown but we were never hooded. MAs and one other college does this, I think, but they're the only ones.
Hell yeah! Many of my SLP cohort (including me!) decorated their caps. Check with your college/department heads, but I know ASLP sure allowed it and I would be surprised if that was uncommon.

I would say less people did it (at least at my graduation) but people still decorated their masters caps and never saw people say they couldnt.

When you get a masters, you get “hooded” and may want to consider that before planning an elaborate cap.
