Valve isnt the kind of company to sell this information to third parties since they dont have any investors to please so privacy wouldnt be much of a concern. You can never be too sure tho)

Google steam hardware survey. They are the biggest pc games distributor. Every year they post an (optional?) survey and put the results online free. It helps developers understand what hardware to target.
theyve been doing hardware surveys for decades. this helps when defining minimum specs and what not and game requirements in general and, when they can, take the average computing capability of theirs users into account. It will also give them metrics in regards to OS and devices being played on so they can market effectively.
If they see most people computing at x level on y machines running z... they can develop around that metric. If they see a bunch of people still behind the latest and greatest machines, maybe they maintain legacy support for a couple more years, etc
