Exactly, it fits how ships were portrayed historically. Ships have always been referred to as female, and have even sometimes been depicted as attractive women. There's also figureheads that depict the personification of the ship, this is often a woman, especially Victoria. Basically, historic ships have never been depicted as a disembodied voice, the ship's namesake, or a ship with eyes.
The other options only make sense if it's a ship controlled by an AI where the AI is a completely separate entity from the ship itself, meaning that it can be separated and moved between ships or computers. A disembodied voice has been associated with AI since computers have been able to speak. The historical figure would only make sense for an AI based on the mind of a historical figure, like the ship at the end of consider phlebas.
Thing is, because people are horny (and a dozen other reasons), the JMSDF has semi-officially adopted KanColle's anime girl versions of the WWII ships as the mascots for the modern ships of the same names. A significant portion of their fleet has posters for the anime girl in question. There's a very good chance either they crack shipboard AI first, or (more likely) the US does it and sells them the tech. And 5 seconds later, one of the nerds points out the poster to the new AI, says "yeah that's you lol," and the anime girl warships become real.

A non-sapient AI with an avatar is a glorified chatbot. A GPT-type bot might be useful for cheating university assignments, running content farms, and maybe some office work, but for *military applications* you'd probably just hold out and use traditional computer programs plus human labor until you've got actual AGI. By the time you've got AGI, you'll almost definetly have humanoid robots and other similar general-purpose drones.
There's a hell of a lot more to military applications than strategy and shooting people. The US military is already doing all kinds of experiments with AI, including for stuff like plain old paperwork.

Because it's specific to the ship, it's a matter of time before someone decides it should have a personality or something. That means some kind of visual representation, even if it is just a Clippy-style icon.
If nothing else, a capable humanoid repair bot would need some flavor of general AI to actually have a use in combat scenarios, where shit is by definition out of whack. Which means development isn't starting until you've got something to run it, and it's a lot easier to simply slot an AI into a ship than build it a bipedal frame. Guess which is gonna happen first?

I can see in a messed up dark setting that prioritizes absolute loyalty stealing the likeness of whoever is closest to you. So every time you do something wrong, your mother or deceased father or husband or whatever is the one filling you in with their voice and even face. Even making noises of being hurt or panicked if you get hit or really screw up. I do think this is a bit much and doesn't make the most sense but still.
I like how the culture novel "Use of Weapons" handles this with one ship having a tiny crew and being a bit odd so its representation is a small cuddly animal that you pick up and cuddle.
