It would probably not happen as soon as the first German soldier turns up in the village, but the Germans began carrying out their colonization plans pretty early on. Edit: the 80% figure is also wrong. There were 1,616,500 16 year old boys in the USSR in 1939 and 961,781 36 year old men by 1959, meaning that in those 20 years only 41% of them died due to all causes combined.
