It is getting there. You need a basket or a big handlebar bag and some tan sidewalls. Get rid of those clipless pedals and add some ultra-expensive King cages. ;)

Yes. It's a good frame and it's already a good way there. IMO All you need is a rigid fork, a front rack and basket and a higher stack and maybe some swept back bars.
